COP32
A secure, auditable, multi-tenant-ready platform for Ethiopia's Ministry of Foreign Affairs: a protocol management system with more than 50 diplomatic service workflows (passports, visas, accreditations, legalisation and more) and the COP32 Operations Center, which monitors 11 Ministry sectors in real time.
The problem
The Ministry offers more than 50 diplomatic services, each with its own requests, approvals and documents, and during COP32 it also needs a live view across 11 sectors of preparation.
Approach
Rather than build 50 bespoke flows, the platform runs every diplomatic service on one generic workflow engine, with multi-tenancy, role management and an append-only audit log underneath, and the Operations Center on the same core.
Architecture
A NestJS modular monolith (auth with JWT and refresh tokens, users, roles, tenants, audit, storage, workflow and requests) with a React and Vite frontend, PostgreSQL 16, Redis 7 and MinIO for documents, running with Docker Compose.
Features
- Generic workflow engine behind 50+ diplomatic service types
- COP32 Operations Center: real-time monitoring across 11 sectors
- Multi-tenant-ready architecture
- Role and permission management with an append-only audit log
- Document storage on MinIO
Stack
NestJS, React, Vite, TypeScript, PostgreSQL 16, Prisma, Redis 7, MinIO, Docker, pnpm monorepo

“A good engine beats many good forms. Once the workflow core was solid, adding a service became configuration rather than code.”
